No person shall smoke in any of the following areas: (a) In any of the buildings identified in K.A.R. 1-49-1;

1. (b) in or near the exterior doorways of those buildings, except in any area designated as a smoking area by means of a posted sign; or
2. (c) in any area designated as a nonsmoking area by means of a posted sign, on the grounds of those buildings.
