Unless otherwise authorized by the secretary of administration for reasons of business or emergency, no person shall, at any time, park a motor vehicle or permit that person's motor vehicle to be parked so that it is: (a) double-parked in a tunnel or archway;

1. (b) on a pedestrian walk;
2. (c) in a driveway;
3. (d) backed into a parking stall; or
4. (e) not within a marked parking stall.
