Requests for services shall be addressed to the director, DCS, and should follow the format described below:

—Statement of the problem or application

—Date by which a solution or product is required

—A general indication that funds are available for the proposed development effort

1. (a) The director, DCS, will assign a computer systems analyst to work with the requesting agency to provide an accurate written evaluation of the scope of the work, a cost estimate, and a time schedule. The evaluation will include an estimate of on-going costs by fiscal year.
2. (b) The evaluation will be transmitted to the requesting agency on forms provided by the director, DCS.
