Criminal offenses relating to altering, removing, or obliterating motor vehicle identification numbers, trafficking in motor vehicles or in motor vehicle parts having altered, removed, or obliterated identification numbers, operating a chop shop, and exporting or importing stolen motor vehicles are governed generally by the Department's prosecutive policy under the Dyer Act (18 U.S.C. §§ 2311 to 2313). Each United States Attorney should develop prosecutive understandings on these criminal offenses with State and local authorities through the district's Law Enforcement Coordinating Committee.
