Individual criminal sanctions, including prison sentences, are the single most effective deterrent to antitrust offenses. The Antitrust Division therefore prioritizes holding culpable executives and employees accountable, particularly high-level corporate officers responsible for corporate misconduct. See JM 9-28.210.
