Sec. 2. (a) In accordance with IC 4-22-2-19.6, the purpose of this article is to establish a schedule of fines and penalties imposed by the commission for violations of the laws, rules, and regulations it is charged with enforcing.

(b) Administrative violation enforcement actions taken by the commission, including those set forth in this article, are remedial in nature. An appropriate fine or penalty is commensurate with the seriousness of the misconduct, the need to protect the health and safety of the public, and the need to promote the regulatory framework for alcoholic beverages, tobacco products, and type II gaming operations.
