Sec. 5. (a) An individual or organization seeking continuing education (CE) course approval shall submit an application provided by the board. As a condition to the approval of courses, a sponsoring organization shall agree to provide participants with a record of attendance and to retain those records for four (4) years after the date of the course.
(b) The board will approve a course if it determines that the course will make a significant contribution to the professional competence of veterinarians and registered veterinary technicians who enroll. In determining if a course meets this standard, the board will consider whether the following requirements are met:
(1) The course has substantial content.
(2) The course content relates to the professional practice of veterinary medicine.
(3) Each lecturer who has teaching responsibility in the course is qualified by academic work or practical experience to teach the assigned subject.
(4) The course is of sufficient length to provide a substantial educational experience.
(c) CE programs for veterinarians and registered veterinary technicians sponsored by the following organizations are considered approved without additional approval by the board:
(1) American Veterinary Medical Association or any of its constituent organizations.
(2) Indiana Veterinary Medical Association, local veterinary associations, or any other state or provincial veterinary medical association.
(3) American Animal Hospital Association or any other veterinary specialty organization.
(4) Indiana Veterinary Technician Association.
(5) Purdue University College of Veterinary Medicine or any other accredited veterinary school in the United States.
(6) American Association for Laboratory Animal Science.
(7) American Association of Veterinary State Boards (AAVSB), including, but not limited to, programs approved by the Registry of Approved Continuing Education (RACE).
(8) United States Department of Agriculture, including, but not limited to, accreditation modules offered by Animal and Plant Health Inspection Service (APHIS).
(9) Indiana state board of animal health.
(10) Organizations identified in IC 25-1-4-0.2.
(d) An individual or organization seeking CE approval for an internship shall submit an application provided by the board. The applicant will be required to provide evidence that the internship meets the qualifications in subsection (e) or (f).
(e) To qualify for CE credit, the veterinarian internship must be as follows:
(1) Formally structured with a documented curriculum and learning objectives, and provide competency-based assessments performed at regular intervals.
(2) Include a strong didactic component, such as weekly teaching rounds, seminars, journal clubs, and morbidity and mortality rounds.
(3) Provide a robust clinical experience that includes daily patient rounds with senior clinicians, emergency and first-opinion case exposure, and primary case care responsibility under the supervision of an experienced general practitioner or board-certified specialist.
(4) Offer elective rotations tailored to the intern's career goals.
(f) To qualify for continuing education credit, the veterinary technician internship must be as follows:
(1) Formally structured with a documented curriculum and learning objectives, and provide competency-based assessments performed at regular intervals.
(2) Provide a didactic component that includes participation in medical lectures and weekly clinical rounds.
(3) Provide practical skill development in a veterinary setting, with hands-on experience under the supervision of a veterinarian or registered veterinary technician, or equivalent.
(g) The hours earned from approved continuing education courses are fully accepted, regardless of the delivery method or ability to interact with the presenter.
