Sec. 2. To be admitted to the examination for any of the licenses, an applicant must:

1. (1) meet all the requirements for the license for which application has been made except for the passing of the examination;
2. (2) complete the application provided for in section 15 of this rule; and
3. (3) pay the applicant's cost of purchasing the examination, payable to the examination service.
