Sec. 6. Recommendations and findings. Recommendations and findings to be in writing. Whenever, in the discharge of its duties, the advisory committee shall be required to make recommendations or findings upon matters heard before the committee, such recommendations to the Board shall be in writing and shall include a summary of relevant evidence, opinions, and laws upon which such recommendations or findings are based.
