Sec. 13. Self-administration of drugs by patients of an institutional facility shall be permitted only if such use is specifically authorized by the treating or ordering physician and:

1. (1) the patient's knowledge of self-administration has been evaluated; or

2. (2) the patient has received training in the proper manner of self-administration:

   1. (A) by a pharmacist; or
   2. (B) according to hospital policy; and

there is no risk of harm to the patient.
