Sec. 3. This article applies to every expenditure of public funds by the commission, regardless of their source, for the procurement of services, insurance, or supplies except for the following:

1. (1) Collective bargaining agreements between the commission and its employees.
2. (2) Employment agreements.
3. (3) Investment of public funds.
4. (4) Contracts between governmental bodies and bodies corporate and politic.
5. (5) Contracts regarding real property of the commission.
6. (6) Contracts regarding entertainment.
