Sec. 2. (a) This article applies to the following:

1. (1) Contracts for services as defined in 80 IAC 7-1-40.
2. (2) Contracts for supplies.
3. (3) Contracts for insurance and administrative services for insurance.

(b) A written contract is required for all services and any expenditure of fifty thousand dollars ($50,000) or more with one (1) person for supplies over the term of the contract.
