Sec. 2. The speed limit on any:

1. (1) road;
2. (2) lot;
3. (3) alley; or
4. (4) other way;

on the property under the control and jurisdiction of the state fair commission that may be used by vehicular conveyance is twenty (20) miles per hour. Local city, county, and state police agencies have the right and full abilities to enforce the speed limit on the grounds.
