Sec. 3. (a) All resident individuals and entities applying for certification or registration under this rule shall submit a nonrefundable fifty dollar ($50) application fee, and an electronic processing fee if submitted electronically, with the initial certification or registration application.

(b) All nonresident individuals and entities applying for certification or registration under this rule shall submit a nonrefundable one hundred dollar ($100) application fee, and an electronic processing fee if submitted electronically, with the initial certification or registration application.
