Sec. 1. (a) A person may request for the commissioner to waive any fee requirement imposed by this article upon a showing of good cause as determined by the commissioner.

(b) A request for a waiver of a fee shall:

1. (1) be submitted to the commissioner in writing in a manner as determined by the commissioner; and
2. (2) state the reasons why the waiver of the fee is in the public interest.
