Sec. 8. "Designated submitter representative" means an individual or the individuals authorized by a designated submitter to:

1. (1) submit data to the APCD on behalf of the health payer or voluntarily participating entity; and
2. (2) receive communications from the administrator and department regarding the health payer's or voluntarily participating entity's APCD data submissions.
