Sec. 7. "Designated submitter" means an entity designated by a health payer or voluntarily participating entity to:

1. (1) submit data to the APCD on behalf of the health payer or voluntarily participating entity; and
2. (2) receive communications from the administrator and department regarding the health payer's or voluntarily participating entity's APCD data submissions.
