No insurer that has covered policies to which this rule applies may take an action, or series of actions, or enter into a transaction or arrangement, or series of transactions or arrangements, if the purpose of the action, transaction, or arrangement, or series thereof, is to avoid the requirements or circumvent the purpose of this rule.
