Sec. 1.1. (a) The following definitions apply throughout this rule:

1. (1) "Advanced trauma procedures" include the following:

   1. (A) Tracheostomy.
   2. (B) Cranial burr holes.
   3. (C) Resuscitative thoracotomy.
   4. (D) Resuscitative endovascular balloon occlusion of the aorta.
   5. (E) Extracorporeal membrane oxygenation.
   6. (F) Lateral canthotomy.

2. (2) "Locum tenens" means a health care provider who:

   1. (A) is an independent contractor; and

   2. (B) provides services on a temporary assignment with an unrelated entity when:

      1. (i) the unrelated entity's employed health care provider or providers are away or unavailable; or
      2. (ii) additional staffing is required by the unrelated entity.

3. (3) "Major surgery" means a physician who performs or assists in the performance of any medical procedures requiring the use of:

   1. (A) moderate sedation/analgesia;
   2. (B) deep sedation/analgesia;
   3. (C) regional anesthesia; or
   4. (D) general anesthesia.
4. For the purposes of emergency medicine, the term means a physician who performs advanced trauma procedures.

5. (4) "Minor surgery" means a physician who performs or assists in the performance of any medical procedures requiring the use of:

   1. (A) local anesthesia;
   2. (B) superficial nerve blocks; or
   3. (C) minimal sedation/anxiolysis.
6. For the purposes of emergency medicine, the term means a physician who performs stabilizing procedures.
7. (5) "No surgery" means a physician who neither performs nor assists in the performance of major surgery or minor surgery.
8. (6) "PCF" means the Indiana patient's compensation fund.
9. (7) "Retired physician" means a physician who has ceased practicing for compensation, but retains an active Indiana license. For purposes of this rule, a physician who volunteers for any amount of time without prescriptive authority is considered a retired physician.

10. (8) "Stabilizing procedures" include the following:

    1. (A) Tube thoracostomy.
    2. (B) Laceration repair.
    3. (C) Arthrocentesis.
    4. (D) Joint reduction.
    5. (E) Cricothyroidotomy.

11. (9) "Surgery (not otherwise classified)" means a physician who:

    1. (A) performs; or
    2. (B) assists in the performance of;
12. major surgery or minor surgery.

(b) Any term not defined in this rule has the meaning set forth in 844 IAC 5-5.
