Sec. 2. "Bill of sale" means a written instrument sufficient to support intent to transfer ownership of a watercraft and must include the following:

1. (1) The purchase price of the watercraft.
2. (2) The name of the purchaser.
3. (3) The date of purchase.

4. (4) A description of the watercraft describing the following:

   1. (A) Year.
   2. (B) Make.
   3. (C) Model or type.
   4. (D) Length.
   5. (E) Hull identification number, if any.
5. (5) The signature, printed name, and address of the seller.
