Sec. 4.1. (a) The use of nonsteroidal anti-inflammatory drugs (NSAIDs) is governed by the following conditions:
(b) NSAIDs may not be administered to a horse entered to race within forty-eight (48) hours of the scheduled post-time of the race in which it is entered.
(c) A horse to which an NSAID has been administered shall be subject to having a blood or urine sample, or both, taken at the direction of the official veterinarian to determine the quantitative NSAID level or the presence of other drugs, or both, which may be present in the blood or urine sample or samples.
