Sec. 13. No more than two (2) horses having common ties through ownership or training may be entered in an overnight race, except in races to be divided. Under no circumstances may both horses of a coupled entry start to the exclusion of a single entry. When making a coupled entry, a preference for one (1) of the horses must be made.
