Sec. 2. The period of authority of the stewards shall commence not more than thirty (30) days prior to the beginning of each race meeting and shall terminate with completion of their official business pertaining to the meeting. The stewards shall have authority to act on behalf of the commission for the entire year during which the race meet is scheduled.
