Sec. 2. The commission may impose a civil penalty pursuant to IC 4-31-13-1 for each violation of the terms of the Act relating to:

1. (1) the conduct of satellite and simulcast wagering;
2. (2) any rules adopted by the commission;
3. (3) any order of the commission;
4. (4) any action, or failure to act, which the commission finds and determines to be a detriment or impediment to satellite wagering; or
5. (5) any requirement imposed as a condition of licensure.
