Sec. 6. (a) After the commission receives a completed application and the required application fee, the commission may issue the game operator applicant a temporary license.

(b) The temporary game operator's license shall:

1. (1) be on a form prescribed by the commission; and
2. (2) meet the specifications set forth in section 7 of this rule.

(c) An applicant who receives a temporary license may offer paid fantasy sports games until:

1. (1) a permanent game operator license is issued or denied; or
2. (2) the temporary license is withdrawn.

(d) A temporary game operator license shall not be transferred without approval of the executive director or the executive director's designee.
