Sec. 3. An application for a game operator license shall be subject to the following process:

1. (1) Applicant must submit a complete application, including the application fee described in IC 4-33-24 and all required attachments.
2. (2) The commission shall begin investigating the applicant.
3. (3) The commission may issue a temporary game operator license in accordance with this rule.
4. (4) Upon completing its investigation of the applicant, the commission shall grant or deny the application.
5. (5) If the commission grants the application, it shall issue a permanent game operator license.
6. (6) The executive director may require different or additional licensing procedures to ensure compliance with IC 4-33 and this article.
