Sec. 16. (a) Martial arts tournaments are subject to the oversight of the commission in the form of monitoring and the inquiry into, or investigation of, complaints or violations of laws governing martial arts in Indiana.
(b) To be considered a tournament, all or most of the following criteria must be met as determined by the commission:
(1) Competitor-based event.
(2) There are at least two fighting areas within the same venue.
(3) Light or moderate contact event, as determined by the following:
(A) The goal or intent is to out-score or submit without injuring one’s opponent.
(B) The primary contact is derived from striking, kicking, kneeing, and elbows.
(C) Rules prohibiting a knockout or technical knockout.
(D) Rules prohibiting excessive contact or force.
(E) Scoring or a point-based system to determine the winner.
(4) Pool, group, or division matching is randomly made the day of the tournament.
(5) Exhibition without paid competitors.
(6) Trophies, medals, or other tangible awards without cash prizes.
(7) Fighters pay an entry fee to compete.
(8) No pre-sale tickets for spectators, except those for high school or college events.
