Sec. 2. Before acting upon an application for a license or permit under this article, the commission, the executive director, or the executive director's designee may, at its discretion:

1. (1) examine, under oath, the applicant and other witnesses; and
2. (2) require the submission of information necessary for the commission, the executive director, or the executive director's designee to determine the suitability of an applicant for licensure.
