Sec. 1. (a) This rule applies to all:

1. (1) riverboat licensees; and
2. (2) riverboat license applicants.

(b) As used in this rule, "counterfeit chips" means any chip-like objects that have not been approved under this article, including objects commonly referred to as slugs.
