Sec. 3. (a) Playing cards used in pai gow poker shall comply with 68 IAC 14-3.

(b) The riverboat licensee shall use one (1) deck of fifty-two (52) playing cards plus one (1) joker.

(c) A joker may only be used:

1. (1) as an ace;
2. (2) to complete a straight; or
3. (3) to complete any flush.
