Sec. 3. The owner shall submit the plans and specifications required in section 1 of this rule, under an affidavit that such plans and specifications comply with the requirements of this article, to the inspection authority at each location in Indiana at which the outdoor event equipment is used not less than fourteen (14) calendar days prior to the first use of the outdoor event equipment at each such location in each calendar year.
