Sec. 2. To qualify as a lead evaluator, an individual must:

1. (1) be certified as an advanced level instructor;
2. (2) be certified in the subject matter for which the certification course is offered, at or above the level for which that course is offered;
3. (3) have prior experience evaluating practical skills; and
4. (4) have completed an evaluator qualification program annually, developed by the department.
