Sec. 19. The director or the commission may approve deviations from the provisions of this title if the director or the commission determines that:

1. (1) the requirement or procedure is impractical or burdensome; and

2. (2) an alternative means of satisfying the requirement or procedure:

   1. (A) fulfills the purpose of the rule;
   2. (B) is in the best interests of the public and the commission; and
   3. (C) does not violate IC 4-30 or any other law.
