Sec. 8. "Instrumentality" means a legal entity organized to carry on some function of government for the state or a political subdivision, and is an independent legal entity with the power to hire, supervise, and discharge its employees. Generally, an instrumentality may sue and be sued, enter into a contract, and hold or transfer property in its own name.
