Sec. 44. A storage container for student items (primarily extracurricular activity equipment) may be located inside the passenger compartment. The storage container must:

1. (1) be:

   1. (A) located behind the rear most passenger seat;
   2. (B) fastened to the floor; and
   3. (C) not blocking any emergency exit; and
2. (2) have a cover with a positive fastening device.
