Sec. 3. A school shall use prevention, positive behavior intervention and support, and conflict deescalation strategies to eliminate or minimize the need for the use of any of the following:

1. (1) Seclusion.
2. (2) Chemical restraint.
3. (3) Mechanical restraint.
4. (4) Physical restraint.
