Sec. 1. (a) This article applies to the following:

1. (1) All public school corporations, charter schools, or accredited nonpublic schools.
2. (2) All public school corporations, charter schools, or accredited nonpublic schools students regardless of whether student has been identified as eligible for special education services.

3. (3) All programs and services subject to the supervision of the state educational agency, including before and after school extracurricular activities programs conducted by or through the following:

   1. (A) Public school corporations.
   2. (B) Charter schools.
   3. (C) Special education planning districts.
   4. (D) State agencies.
   5. (E) Other public agencies.
