Sec. 18. "Consultation" means services provided to students enrolled in public schools that include, but are not limited to, the following:

1. (1) Working with general and special education teachers in matters relating to the following:

   1. (A) Development and implementation of IEPs.
   2. (B) Curriculum development.
   3. (C) Instructional or behavioral management techniques.

   4. (D) Identification, adaptation, and utilization of the following:

      1. (i) Materials.
      2. (ii) Equipment.
      3. (iii) Instructional aids.

2. (2) Serving as a communication link between and among the following:

   1. (A) Public agency personnel.
   2. (B) Parents.
   3. (C) Other agencies.
3. (3) Conducting individual assessments or observations of a student.
4. (4) Counseling or crisis intervention.

5. (5) Providing the following:

   1. (A) Direct services to a student or group of students.
   2. (B) Parent counseling and training.
