Sec. 15. "Service based learning" refers to learning that:

1. (1) integrates academic study with meaningful service experience to enrich and apply academic knowledge, teach civic and personal responsibility, and strengthen communities; and

2. (2) includes:

   1. (A) reflection on larger social, economic, and societal issues; and
   2. (B) collaboration between students, schools, and community partners.
