Sec. 17. Each vendor shall prepare technical documentation for the system that includes the following:

1. (1) Installation instructions.

2. (2) Specifications for:

   1. (A) hardware;
   2. (B) operating systems;
   3. (C) database systems; and
   4. (D) system utilities;
3. required by the system.

4. (3) Complete external documentation of the system, including the following:

   1. (A) Systems analysis.
   2. (B) Design documents.
   3. (C) Workflow and entity relationship diagrams.
   4. (D) Program specification.
   5. (E) Data dictionaries.
   6. (F) Comprehensive list of all data related codes used by the system.
5. (4) Complete documentation of all files.
6. (5) Complete database documentation.

7. (6) Any other information necessary to:

   1. (A) install;
   2. (B) operate; or
   3. (C) modify;
8. the system.
