Sec. 22. (a) The director shall work on site during the child care center's scheduled hours of operation a minimum of thirty (30) hours per week or fifty percent (50%) of the total weekly hours of operation, whichever is less. Required training or education away from the child care center may be counted time for this requirement.

(b) The director shall not permit other employment or activities, including teaching responsibilities, to interfere with the operation of the child care center.

(c) The director responsibilities shall include the following:

1. (1) The general planning and supervision of the developmentally appropriate program.
2. (2) Orientation of newly employed child caregivers.
3. (3) Supervision and evaluation of child caregivers.
4. (4) Ensuring that caregivers receive ongoing training.

(d) The director shall designate a responsible caregiver, at least twenty-one (21) years of age, to be in charge during any absences of the director and include the following:

1. (1) The director shall post his or her name and the name of the director-designee in a conspicuous place.

2. (2) The director-designee shall have the following qualifications:

   1. (A) Knowledge of this rule to carry on normal operation of the child care center.
   2. (B) A working understanding of office routine.
   3. (C) Access to child and personnel files.
   4. (D) The ability to communicate with the staff from the various state regulatory agencies.
   5. (E) Training and ability to handle all emergency procedures and routines.
