Sec. 3. The school age child care program does not include the following:

1. (1) The provision of kindergarten certified by the department of education.
2. (2) The provision of elementary or secondary education.
3. (3) The periods during weekends and summer vacation from school.
4. (4) Child care between the hours of 7 p.m. and 6 a.m., Monday through Friday.
