Sec. 4. (a) The caregiver shall have stairways guarded by a gate or closed door.

(b) After discussion with the parent or legal guardian of each infant or toddler in care, caregiver shall:

1. (1) establish flexible routines for naps, feedings, diapering, and toilet training;
2. (2) provide opportunities for play and exploration of the environment; and
3. (3) periodically change the available toys and the place and position of infants not yet able to move about on their own.
