Sec. 1. The purpose of this rule is to establish the procedures that the department will use to process requests for adoption assistance under the federal Title IV-E adoption assistance program (AAP) and state adoption subsidies (SAS) as authorized by 42 U.S.C. 673 and IC 31-19-26.5, respectively.
