Sec. 4. The parties to an administrative hearing under this rule are the appellant and the department. No other person or entity shall be considered a party for purposes of any proceeding under this rule, unless permitted to intervene as a party under IC 4-21.5-3-21 in a hearing to which IC 4-21.5-3 applies, on a ground applicable under Indiana Trial Rule 24 or IC 4-21.5-3-21.
