Sec. 7. "Transitional living placement" means an apartment or other semi-independent living arrangement:

1. (1) for youth who demonstrate progress in successful adulthood skills; and

2. (2) that is arranged with approval of the department and that may be managed and monitored by:

   1. (A) the department; or
   2. (B) another person or entity that the department approves or with which the department contracts to manage a transitional living placement.
