Sec. 3. Notwithstanding any other provision of this article, no provision of this article shall be interpreted to limit the following:

1. (1) The statutory requirements of IC 12-10-10 to do the following:

   1. (A) Provide client centered care.
   2. (B) Protect the rights of clients.
2. (2) The client protections under IC 12-10-11.5.
