Sec. 2. (a) The department shall accept public comment on any certificate of need application before October 15 of the review period.

(b) Public comment may be submitted by either of the following:

1. (1) United States Postal Service or equivalent delivery sent to the department at:

   1. Indiana Department of Health
   2. 2 North Meridian St.
   3. Indianapolis, IN 46204
2. (2) Electronic mail submitted to providers@isdh.in.gov.
