Sec. 2. The department shall disqualify a WIC vendor for six (6) years for one (1) incidence of either of the following:

1. (1) Buying or selling food instruments for cash (trafficking).

2. (2) Selling:

   1. (A) firearms;
   2. (B) ammunition;
   3. (C) explosives; or
   4. (D) controlled substances, as defined in 21 U.S.C. 802;
3. in exchange for food instruments.
