Sec. 9. "Food instrument" means:

1. (1) a voucher;
2. (2) a check; or
3. (3) an electronic transfer benefits (EBT) card;

issued by a local agency that specifies the quantity, size, and type of authorized foods available to a WIC participant within a designated time frame to be used at a WIC vendor.
